But what's a Belgian film?

Historians define it one way, producers another and institutions another still.

For this Festival it's simple: a Belgian film can count on a Belgian.
A director for instance. Or an actor. A set designer or technician (how many French films would have reached fame without editor Philippe Bourgueil, just to name one?)

Don't be surprised then if you see French or Quebecois fims on the programme. They're also Belgian!
